3 July 2023 will mark the 50th anniversary of the start of the CSCE Conference (Conference on Security and Cooperation in Europe) in Helsinki. The CSCE Conference took place from 3 July 1973 to 1 August 1975 with the aim of overcoming the Cold War and improving relations between the states of Europe and strengthening security in the region. Almost all European states including the Soviet Union, the USA and Canada took part in the conference.
The Helsinki Conference led to the signing of the Helsinki Final Act on 1 August 1975, a comprehensive document that laid down political principles and commitments in the areas of security, economic cooperation and human rights. In it, the participating states committed themselves, among other things, to the renunciation of violence, the inviolability of borders and respect for human rights. The Helsinki Final Act laid the foundation for the work of the Organisation for Security and Cooperation in Europe (OSCE).
The annexation of Crimea in 2014 and Russia’s attack on Ukraine in 2012 marked the collapse of these binding rules under international law.
